Imagine Duluth 2035 Comprehensive Plan

The Imagine Duluth 2035 Comprehensive Plan is the City of Duluth’s plan for its future. Adopted in 2018 after a community engagement process, the plan envisions a wholistic, engaged, and inclusive community.

Imagine Duluth 2035 establishes policies and strategies in several key areas: economic development, land use, housing, transportation, open space, and energy and conservation.
