The Duluth Cross City Trail Mini-Masterplan outlines the vision for a multi-purpose, non-motorized, wheelchair-accessible, paved trail system that connects trails in the Duluth area, filling a critical gap in the statewide trail network. The plan is the culmination of 12 years of intensive planning and development work at the federal, state, local, and grassroots levels.
